ER Editor: Guys, this is a movie. Kudos to Dutch lawyer, Meike Terhorst (we believe this is her twitter/X account), for picking up that an organization full of bureaucrats can’t correctly follow its own bureaucratic procedures to make proposed amendments to the 2005 International Health Regulations (IHR) binding. (WHY can’t they?)
This incorrectly done non-vote was undertaken in May of last year, 2022. Kudos to the usual group of MEPs, including Christine Anderson, Cristian Terhes and Rob Roos, for fighting for our rights and freedoms. This theatrical display had to be gone through, we believe.
Austrian site TKP also picked up this story (browsers will translate) —
The featured image above is taken from the Youtube video of the actual voting session in May of last year, when the so-called vote on adopting the changes to the IHR was made. It’s clear on a cursory glance that the room was rather empty and didn’t have the required majority as per procedural regulations to conduct a vote.
Follow The Damn Rules
So you thought the United States has had “issues” with election integrity? The World Health Organization has figured out how to pretend to adopt amendments without even conducting a vote at all.
On May 27, 2022, Committee A of the World Health Assembly “adopted” the amendments to the International Health Regulations.
CLICK HERE to watch the “adoption” of the amendments. It was a very surreal event.
As you can see from the screenshot above, the meeting was sparsely attended. This is a bit of a problem, because Rule 85 (page 194 of the Basic Documents) clearly states that a majority of the members of the Committee are required to be present for a question to be put to a vote.
I do not believe that the President of Committee A of the World Health Assembly complied with Rule 85. There does not seem to be any record of attendance being taken just prior to the “adoption” of the amendments by Committee A on May 27, 2022.
Since the attendance by a majority of the members of Committee A was not confirmed, the question regarding the proposed amendments could not be put to a valid vote within the guidelines detailed in Rule 85.
With respect to the 2022 Amendments on May 27, 2022, no voting had taken place, and no record was made, as to which representatives were present during the Committee A meeting.
There was no voting process, no record of who was present, there was no check on whether there was a majority present, and therefore there is no proof of consent given by Members of WHO to approve 2022 Amendments.
This constitutes a serious violation of the rules of the Constitution of WHO.
Therefore, the 2022 Amendments were not validly adopted.
– Meike Terhorst
After Committee A illegitimately “approved” the amendments on May 27, 2022, it seems that during the Eighth Plenary meeting the next day, the members of the World Health Assembly COMPLETELY FAILED TO CONDUCT ANY VOTE AT ALL regarding the amendments to the International Health Regulations.
The following document was never voted on at all during the Eighth Plenary Session of he 75th World Health Assembly: https://apps.who.int/gb/ebwha/pdf_files/WHA75/A75_R12-en.pdf
A review of the eighth Plenary session in the video record of the events of 28 May 2022 has revealed that NO OFFICIAL VOTE ON THIS MATTER WAS CONDUCTED AT ALL.
“SHALL” MEANS THEY MUST VOTE BY A SHOW OF HANDS.
A dozen members of the European Parliament have demanded that the World Health Organization provide proof that the adoption of the amendments to the International Health Regulations was conducted in a manner that was in compliance with the rules.
The dozen members of the European Parliament have declared that, if proof of a properly conducted vote (as required under Article 60 of the WHO Constitution) is not forthcoming by noon Central European Time on 30 November 2023, then the proposed amendments to the International Health Regulations will be considered by them to be NULL AND VOID.
The old system is crumbling, and we must build its replacement quickly.

The Liberty Beacon Project is now expanding at a near exponential rate, and for this we are grateful and excited! But we must also be practical. For 7 years we have not asked for any donations, and have built this project with our own funds as we grew. We are now experiencing ever increasing growing pains due to the large number of websites and projects we represent. So we have just installed donation buttons on our websites and ask that you consider this when you visit them. Nothing is too small. We thank you for all your support and your considerations … (TLB)
