The “No to ten million Switzerland” initiative, put forward by the right-wing Swiss People’s Party, seeks to cap the country’s permanent resident population at ten million by 2050. Under the proposal, the government and parliament would be required to act as soon as the population exceeds 9.5 million.

The federal statistics office says Switzerland had a population of 9.1 million people by the end of the third quarter of 2025.

People born abroad have made up about 30% of that in recent years. Most have come from EU countries and some have taken Swiss citizenship. (ER: Is this true? We don’t know.)

The proposal would enshrine into law the rule that Switzerland’s permanent resident population, including both Swiss citizens and foreigners with residency permits, must not exceed 10 million by 2050.

If the population reaches 9.5 million before then, the government would take steps to limit it such as through measures on asylum, family reunification, residency permit issuance and renegotiating international agreements.

The idea, proponents say, would be to help protect the environment, natural resources, infrastructure, and the social safety net from strains caused by population growth.

Speaking in Bern on Monday, March 16th Justice Minister Beat Jans warned that ending the free movement of persons would not only jeopardize Switzerland’s bilateral agreements with the European Union but also severely exacerbate existing labor shortages.

This high-level opposition comes as the country prepares for a nationwide referendum this June. The initiative, which seeks to cap Switzerland’s population at 10 million until 2050 by strictly limiting migration, reached the required 100,000-signature threshold in record time.
