The murder of a French student in an exclusive Paris suburb, allegedly by a Moroccan rapist who had been released from jail and was awaiting deportation, has ignited fury in France.
The body of the 19-year-old woman, named only as Philippine, was found buried in the Bois de Boulogne park in an affluent area in the west of Paris on Saturday.
Philippine was studying economics at Paris-Dauphine university and was last seen a few hundred metres away from campus around midday on Friday.
The suspect, named by French media as Taha O., is a 22-year-old from Morocco who had been due to be expelled from France after serving five years in jail for raping a student in 2019, Le Monde newspaper and BFM TV said.
On June 20, he had reportedly been sent straight from jail to a detention centre for illegal migrants pending his expulsion, but a judge set him free on September 3, as the expulsion process was getting bogged down in administrative delays.
He was supposed to check in regularly with police and stay on at a specific hotel, French media said, but three days after his release, when the paperwork to expel him was completed, Taha O. had disappeared.

French Outrage at Tipping Point After Student’s Rape and Murder
For her fellow students, what happened to Philippine has been a wake-up call for those who still thought that insecurity was a distant issue

The news of the rape and murder of 19-year-old Philippine on the outskirts of Paris, involving a Moroccan illegal immigrant who had already been convicted by the courts and was facing deportation, has exacerbated the anger of French citizens who see the repeated and culpable failings of the justice system leading to bloody, yet avoidable, tragedies.
The chain of events that led to the death of Philippine, a 19-year-old Catholic student, highlights a dramatic chain of responsibility that has already been observed in similar cases.
The Fdesouche website recalls the main stages in the life of Taha O., the 22-year-old Moroccan arrested in Switzerland on suspicion of Philippine’s murder.
In 2019, having entered France legally while still a minor, he raped a 23-year-old woman. He was sentenced to seven years imprisonment but did not serve the full sentence and was released after five years. In June 2024, an obligation to leave French territory (OQTF) was issued against him, and he was taken to a detention centre awaiting deportation. He had to wait for the agreement of his country of origin, Morocco, and for a consular pass to be issued. On September 3rd, a judge decided to release him. A few days later, Morocco gave the go-ahead for the deportation, but it was too late. He had disappeared, flouting his obligations: clocking in and out and of house arrest in a hotel. On September 19th, the day before Philippine’s murder, he was on the national file of wanted people.
Tongues are wagging and testimonies are multiplying from people who had dealings with Taha O., and who knew how dangerous he was—yet, he was left at large with culpable negligence.
The police officer who had to deal with the first rape, which earned Taha O. a seven-year prison sentence in 2019, spoke to the press. According to him, at the time, the young woman, who was attacked while walking in the woods, owed her survival only to her extraordinary ability to talk to and deceive her adversary with unusual composure: she pretended to be ready to start seeing the man who had just attacked her. For the police officer, there was no doubt that Taha was ready to kill the young woman, who was lucky enough to escape thanks to this trick.
At the beginning of September, the man was questioned by the French justice system for the fourth and final time, while being held in a detention centre. “I don’t understand why I’m still in the centre. I want to leave France,” he said at the time. The judge in charge of examining his case recognised that, with his conviction for rape,
he has thus undermined the safety of individuals and that, in view of this criminal conviction and the personal situation of the person concerned, who has no accommodation, social or professional integration, and no income, the risk of repeating criminal acts, and therefore the threat to public order, cannot be ruled out.
Clearly, it was obvious to the judicial authorities that the young man was on the way to doing it again, but this did not prevent them from releasing him. Pierre-Marie Sève, Director of the Institute for Justice, points out that this was not simply a case of an individual decision, but that everything in current French law is designed to “knowingly organise impunity” and encourage the release of offenders. Hence the abnormally high rate of repeat offences, as pointed out by analyst Marc Vanguard, a specialist in security and immigration statistics on X.
Another controversial issue is the conditions under which a migrant slated for deportation is returned to his country of origin. In this instance, an administrative error caused the case to drag on, delaying the Moroccan authorities’ response. But all too often, OQTFs are not enforced because of the negligence of the French Ministry of Foreign Affairs, which is incapable of gaining the respect of the offenders’ countries of origin to obtain the consular passes required for their deportation.
An accumulation of choices and flawed practices that we must not resign ourselves to.
According to Alexis Brézet, editor-in-chief of Le Figaro, interviewed on Europe 1 radio:
We want to shout against the acceptance of the inevitable and the defeat of the will of some. Powerlessness is not a fate. What’s the point of politics if it can’t protect a young girl leaving university?
For Philippine’s fellow students, the tragedy has been a wake-up call for those who still thought that insecurity was a distant issue that didn’t concern them: “We realise that it’s real,” said a student her age, also at Paris-Dauphine University.
Within the political class, anger and indignation are on the rise at a pivotal moment in the political news, since a new Minister of the Interior and a new Minister of Justice are now in power. They can show the public what they are capable of, but we will surely have to wait a long time for results. The Interior Minister is on the Right, the Justice Minister on the Left, and they will be irreconcilable when it comes to taking decisive action.

La jeune femme de 29 ans, prénommée Mégane, était hospitalisée depuis sa terrible agression. Sa rééducation «engendre beaucoup de fatigue, mais elle garde un bon moral et poursuit son combat», précise sa famille.
Mégane, la jeune femme de 29 ans victime d’un viol accompagné de tortures ou actes de barbarie vendredi 4 août à Cherbourg (Manche), est sortie de l’hôpital Pasteur, où elle se trouvait depuis sa terrible agression, a annoncé son père, Ludovic Loir, jeudi 16 novembre. Mégane était sortie du coma début septembre.
«Mégane est sortie de l’hôpital voici quelques jours mais doit tout de même s’y rendre régulièrement pour des examens de contrôle. Elle a débuté des séances de kinésithérapie, ce qui engendre beaucoup de fatigue, mais elle garde un bon moral et poursuit son combat», a indiqué Ludovic Loir sur HAG’FM, une radio associative dont il est le fondateur.
«Toute la famille vous remercie pour vos nombreux messages de soutien et de compassion ainsi que ce formidable élan de solidarité et de générosité qui s’est mis en place dès les premiers jours qui ont suivi la mise en ligne de la cagnotte (accessible en cliquant ici , NDLR)», a-t-il poursuivi.
La victime grièvement blessée
L’agression dont Mégane a été victime a eu lieu le 4 août dernier. Un homme, qu’elle avait déjà aperçu mais ne connaissait pas, aurait forcé la porte de son domicile au petit matin pour la frapper et la violer plusieurs fois, notamment avec un manche à balai de 75 centimètres. Les médecins avaient diagnostiqué chez la victime une perforation du côlon, de l’intestin grêle, du péritoine et du diaphragme, un pneumothorax, des fractures aux côtes et un risque élevé de choc septique. Des blessures si graves qu’elles avaient ému aux larmes le personnel de l’hôpital Pasteur de Cherbourg.
Une semaine plus tard, les policiers avaient interpellé un suspect de 18 ans, Oumar N. Le fichier automatisé des empreintes digitales (FAED) avait en effet permis d’associer son identité à une trace papillaire retrouvée sur une porte chez la victime. Autre indice accablant : la géolocalisation du téléphone portable du suspect. Selon nos informations, le suspect sortait d’une discothèque du centre-ville de Cherbourg, située à seulement quelques dizaines de mètres du domicile de la victime, le matin des faits.
Aucun remord
En garde à vue, Oumar N. n’avait exprimé aucun remord. Le suspect avait déjà été condamné à cinq reprises par le juge des enfants et le tribunal pour enfants pour des faits d’atteinte aux biens et de violences.
Il était également connu de la justice pour des faits de nature sexuelle. «Une procédure de viol sur mineur initiée en 2019 a été classée sans suite par le parquet en 2020, au motif que l’infraction n’était pas suffisamment caractérisée. Et une procédure d’agression sexuelle à l’encontre de sa sœur est en cours d’enquête, sans qu’il ne soit possible à ce stade de déterminer si ces faits sont ou non établis», avait indiqué le parquet de Coutances, peu après les faits, dans un communiqué.
Oumar N. était également connu dans son quartier, au sud de Cherbourg, pour ses nombreuses incivilités à l’encontre de ses voisins et des violences physiques envers sa mère. Le suspect a été mis en examen pour «viol accompagné de tortures ou actes de barbarie» et est actuellement en détention provisoire dans l’attente de son procès.
