Bulgaria Bans LGBT Propaganda In Schools

The Bulgarian parliament has passed an amendment to the preschool and school education law, which bans the âpromotion of ideas and views related to non-traditional sexual orientation.â
The amendment was adopted with 135 deputies voting in favor, 57 against, and 8 abstentions.
The new regulations stem from a survey conducted in schools about the attitudes of students aged 14 to 18 towards LGBT issues.
The draft amendment was quickly passed on Wednesday after being introduced in the national parliament.
Under the new law, Bulgarian preschools and schools face a total ban on promoting âin any way ideas and views related to non-traditional sexual orientation or defining a gender identity different from biological sex.â
Members of the nationalist Vazrazhdane party, the leftist BSP, the Turkish Movement for Rights and Freedoms, the There Is Such a People party, and part of the center-right GERB party supported the amendment.
The entire center coalition, We Continue the Change â Democratic Bulgaria, opposed it.
Supporters of the coalition organized a protest outside the parliament on Wednesday evening, arguing that the amendment would hinder efforts to combat bullying of young lesbians, gays, bisexuals, and transgender individuals in schools.
In 2023, the Bulgarian Supreme Court ruled that âchanging sexâ through judicial proceedings is not permissible under the current legal framework, emphasizing that âgender is recognized at birth and defines a person until death.â
Meanwhile, in another European country, Georgiaâs parliament approved in the first reading a package of laws banning LGBT propaganda proposed by the ruling Georgian Dream party.
The second and third readings are scheduled for the autumn parliamentary session, just before the elections set for Oct. 26.

EU nation bans LGBT propaganda in schools
An amendment to Bulgariaâs education law bans the âpropaganda or incitementâ of ideas relating to ânon-traditionalâ relationships.

The Bulgarian parliament has approved an amendment to the national Education Act that would ban the promotion of ânon-traditionalâ sexual relations or orientations, as well as gender changes, in schools or kindergartens.
The move, which was supported by most of the legislators in the nationâs parliament, has incited the wrath of LGBT advocacy groups in Bulgaria and the EU, which are demanding that Brussels âtake actionâ against Sofia.

The bill passed on Wednesday in two readings following four hours of heated debates, according to the local media. In the second and final reading, 135 members of parliament supported the legislation while 57 voted against it and eight abstained.
The amendment, introduced by the nationalist Revival Party, was approved by most of the parties in the legislature, including the center-right GERB-SDS, the left-wing Bulgarian Socialist Party and most centrist DPS members.
The liberal PP-DB was the only party in the parliament that voted against it.
The amendment prohibits the âpropaganda, popularization and incitementâ of all ideas related to ânon-traditional sexual orientation or determination of gender identity other than biological,â according to local media reports.
The legislation defines non-traditional sexual orientation as anything âdifferent fromâ heterosexual attraction.
Revival Party leader Kostadin Kostadinov claimed the LGBT ideology is ânot humaneâ and that it was âanti-humanâ to âpromoteâ non-traditional relationships in schools.
DPS MP Yordan Tsonev said there was âno placeâ for such education in schools, claiming the bill had nothing to do with intolerance, while former Bulgarian Education Minister Krasimir Valchev said children âshould not be subject to such influences.â
Meanwhile, MP Yavor Bozhankov of the PP-DB Party branded the amendment a display of âpre-election populismâ and âugly homophobiaâ that promotes division in society. He also slammed the Revival Party as âpro-Russian.â
Other critics of the bill also pointed to a similar law enacted in Russia. âIt is deeply troubling to see Bulgaria adopting tactics from Russia’s anti-human rights playbook,â the EU-wide LGBT advocacy group Forbidden Colors said.
The organization branded the legislation âa direct assault on the fundamental human rights of LGBTIQ+ individuals, particularly children.â
It also claimed that the wording of the bill was reminiscent of similar laws adopted in Russia in 2013 and in Hungary in 2021 and urged Brussels to âtake decisive actionâ against Bulgaria.
