Perfect timing? Mercosur-EU free trade deal to begin, undercutting farmers

ER Editor: On Twitter X, #Mercosur est presque pret (Mercosur is almost ready) is trending. We have to reiterate – it’s a movie. This is such curious timing, n’est-ce pas? Mercosur was put on hold a handful of years back, and now comes into force right before the European elections with no public input, just as the farmers are ready to explode? Nobody-governs-this-way. Translation: In the midst of peasant anger, the EU explains that the agreement with Mercosur is almost ready:  99,000 tonnes of beef raised in buildings and stuffed with antibiotics. 180,000 tonnes of chickens with customs duties.  The EU is murdering our farmers.

Chile, Mercosur… nothing stops Brussels’ crazy agenda

WORLD – On Wednesday January 24, in the midst of an agricultural revolt, the European Parliament approved a new free trade agreement between the European Union and Chile. And the European Trade Commissioner has just announced that Mercosur would be signed before the European elections.

What is Brussels playing at?

While farmers’ protests are in full swing in Germany, with France seemingly following suit, MEPs from the International Trade Committee gave the green light to “strengthening political and economic ties with Chile” by 66 votes to 12 (and 4 abstentions). Parliament must confirm this vote during its second session in February in Strasbourg.  

Agriculture versus fuels  

On the one hand, this agreement plans to greatly facilitate imports of raw materials and fuels (lithium, copper, hydrogen) to the European Union. Companies specializing in this sector will also have fewer constraints establishing themselves in Chile. But all this has a price, and as is often the case, it is agriculture that will pay the bill. In return the text plans to abolish customs duties of up to 96% on imports from Chile.  

With the entry into force of this new free trade agreement, Chilean exports to France could reach 9,000 tonnes per year for pork, 4,000 tonnes for sheep meat, 2,000 tonnes for beef! The poultry sector, already very disrupted by Ukrainian imports , would go from 18,000 tonnes of imported chicken to almost 40,000!  

Just like the one passed with New Zealand, the text promises to protect the marketing of 216 European geographical indications. It also pretends to take sanctions, “as a last resort”, in the event of a serious violation of the Paris Agreement on climate change and the social and labor obligations of the International Labor Organization. No doubt to make people forget the absence of reciprocity of standards between the two agricultural productions… Not enough to calm the anger of the farmers, therefore.  

And, last but not least , the European Trade Commissioner has just announced that the agreement with Mercosur would be signed before the European elections in June

A conclusion of negotiations with Mercosur before the end of this mandate  

At a press conference in Brussels on January 23, Valdis Dombrovskis, European Commissioner for Trade, said that “a negotiating conclusion with Mercosur is within reach before the end of this mandate.”  

As a reminder, the Mercosur treaty has been signed since 2019, but has never been ratified due to European concerns about Brazil’s ecological commitment. Concerns quickly disappeared once President Lula was re-elected to power in January 2023, while discussions were at a standstill under the presidency of Jair Bolsonaro. A European delegation went to Brasilia last September to finalize the negotiations.  

What’s in the pipeline? 82% liberalization of agricultural imports! French farmers will appreciate it.
